Treatment for impaired concentration and memory caused by chronical insomnia

About 17 years ago I started to have insomnia due to environment related factors (noise and light that I could not control). I remained in the environment for 7 years and on most of the days, felt I did not have enough sleep. My concentration and memory started to deteriorate. By the time my environment changed, both my insomnia and concentration/memory deterioration had become a habit. In fact, my concentration/memory has continued to get worse over the years even though my sleep got better.

I started to see family doctors/psychologists/psychiatrists to see how I can stop the deterioration and hopefully improve, but so far have got nowhere (most of them do not seem to think there is definitely a problem even though I have gone from a perfect memory to almost not being able to learn anything new, and I can very rarely read anything without catching myself distracted every few words or at best, sentences.

If anyone know what professionals to go to and where, I would be most grateful if you can share that information.
