smoking definately makes apnea worse, but does not cause it. The carbon monoxide in your blood from smoking occupies some of the hemeoglobin (red blood cells) and then the blood cannot carry as much oxygen. Then you add sleep apnea, which prevents oxygen from getting to the lungs in the first place, and you have a compound problem.
Nicotine is a very powerful stimulant (among other properties, and it makes you spend more time in light sleep and have more "micro arousals". Nicotine robs you of quality of sleep. That is why the they say not to smoke near bedtime.
