take a deep breath and paint the glass black
with about 4 coats of enamel.
I know you don't want to loose your pretty view from the window, but you sound so very stressed.
Don't let it get to you.
Unfortunately only laws cover noise disturbances not yet light disturbances.
I am afraid you've found a brick-wall.
You may have to totally paint the glass just to save your health, but thats what is most important here, your health, so go get some enamel and find peace.
