Help is on the way! Firstly, take some of Diane's advice and develope a sense of gratitude that your husband is getting relief from a condition that has the potential to kill him.
This DeVilbss CPAP machine you describe sounds more like a tree shredder than a medical device.
You should never hear a modern CPAP machine from the 2nd story of your home. Try a Respironics Solo. More of the noise it makes comes from the air hissing than from the fan, and it will probably be much less offensive to you.
If you've ever lived in a warm climate and had to use a fan to sleep, you should be able to get used to it rather quickly.
Hopefully, with some patience and perservenence, you'll become like my wife, who has trouble sleeping when I'm NOT at home!

P.S. There are some devices and techniques that minimize the sound of these machines. Any good respiratory therapist should be able to help -- you just have to find one in your area.
