Sleep disorder in correctional facility

I am currently working in a county jail facility where I provide mental health consultation to the jail medical staff. I have a significant number of inmates seen c/o a sleep disturbance starting post and/or pre incarcertation. Due to the high rate of substance abusers, we tend to not use medications for sleep disturbances only. I have been having some limited success with proactive cognitive relaxation techniques but am looking for additional techniques which may also be beneficial in this situation.
