The answer is correct, but your explanation is wrong. The 3 minute rule referenced in the explanation of REM does not apply to the beginning and ending of REM but to the mixture of REM and sleep spindles/K complexes. R&K says that the 3 minute rule (for stage 2 sleep) always applies. As far as time without eye movements, R&K says, "any period, regardless of duration" and does not limit the period without eye movements in REM to 3 minutes. The illustrations in R&K even disprove your answer of 3 minutes without eye movements. It shows an example of a record with MORE than 3 minutes with no eye movements that is ALL scored as REM sleep.
