My 11wk old's sleep habits

I have an 11wk old son who does not want anything to do with sleep. He will not nap longer than 15 minutes during the day, and at night I have to put him down 2 or 3 times before he will go to sleep. He refuses to suck on a pacifier and is bottlefed. What do I do?
