My son is 15 months old and we were having the exact same problem. He would go down fine at night but not during the day...and would also cry through the hour that I designated as nap time. The only thing that I did differently was to start doing the same bedtime routine that we do at night with him for his afternoon nap (minus the bath). We have lunch and a short play and then we go and read stories and then have a quick nurse and then he goes to bed. It took a little while for him to get the message that this was bedtime during the day but then it seemed that he suddenly understood. He goes down pretty well now if I do the "routine" and sleeps ok (he's not a long sleeper anymore though, I'm lucky to get an hour out of him during the day). I don't know if this helps but it seems to be working for us. We were pretty flexible about our bedtime routine before and it seemed to make our sleep problems worse. Good luck.
