Constant rubbing of face and head while falling asleep

Our 3 mo. old daughter has a consistent pattern of rubbing her face and head while trying to fall asleep. She stops once asleep but in the process will scratch herself and often rubs her eyes. We are afraid that she may injure her eyes and/or face while doing this. Is this normal? What causes a baby to do this?
