11-1/2 month old still won't sleep thru the night!

My little bundle of joy who will be a year old on the 22nd of Feb. still will not sleep thru the night! On average he wakes at least 3 times. Sometimes more. Lately, it has been around 2am and he stands in his crib and thinks it's time to play. I lay change his diaper and lay him down, but it usually takes a trip downstairs to the rocker in order to get him to drift asleep again. We've tried letting him cry, but his patience is much longer than ours! I want to fix why he is waking in the first place. He doesn't oversleep during the day. Just a short nap mid morning and mid afternoon. Is there such a thing as sleep apnea in normal healthy infants?
