Napping with a baby wise child

I have been using baby wise from day one and truly beleive in it. My daughter is 11 months old and for the last several weeks she has been taking up to an hour to go to sleep or chooses not to sleep at all. This problem started in her afternoon nap and now she is doing it in the morning. I have talked to other parents who do baby wise and no one has seem to have this problem. I have tried going in after twenty minutes and disciplining her, tried taking away her blanket so she dosen't have anything to play with, I have tried just leaving her alone and making her stay in the bed for a hour and a half. I just don't know what elsa to do. If anyone has any advice on this matter, I would love to hear it. Melody
