You mention that you have taken her to a doctor about her sleep, has she been checked for acid reflux? I have heard that it can often go undiagnosed, and can cause problems with sleeping. Also, is she teething? Not all babies exhibit obvious signs like drooling (none of mine ever drooled!) and she could be in discomfort. (have you ever tried sleeping with a toothache?)
One way to test this, other than rubbing her gums to see if you can feel any teeth coming through, would be to give her a dose of tylenol or children's Motrin at night before bed. If this IS a pain related problem, teething/ear infection etc, this might help her sleep. I assume you have had her checked for ear/throat infections? Is your house very dry at night? Could she be waking because her mouth is dry? There are so many reasons babies do this, including growth spurts and developmental milestones. How long has this been going on?You mentioned trying formula. I would strongly suggest you put that off until you have eliminated EVERYTHING else. Switching to formula can open up a whole NEW set of problems for you, as many babies cannot tolerate certain kinds of formula, it can trigger many kinds of allergies and other problems. (all this aside from the fact that breastfeeding provides superior nutrition and immunities that formula cannot duplicate) Formula will not "cure" a sleep problem.
