My 13 month still wants to nurse to sleep

Help!! I'm exhausted. My 13 month old son wants to nurse more than ever. The only way he can fall asleep with me is to nurse. I've been trying to wean him but he won't let up. He cries and whines and won't go to sleep unless I nurse him. I've called lactation consultants and they say its a sleeping issue. When he goes to bed he'll fall asleep very quickly when I nurse him. About 1/2 hour to 3 hours he'll wake up again and again. This could happen 3-4 times. And then I have to nurse him again. When he was 8 months old he had a very hard time falling asleep by himself in his crib and have severe night wakings. After about 2 1/2 weeks following the Weisbluth method he finally started to sleep better but not great. Now it seems that his sleeping is all messed up again. My son has always been a light sleeper. Any suggestions would be greatly appreciated.
