I don't have this problem (yet) but I may soon. Does he/she know how to suck thumb or pacifier yet? Sounds to me like he/she is trying to suck to help soothe to sleep, but is sucking on fingers rather than thumb. Which is okay, but can lead to gagging. I suggest trying a pacifier or helping him/her find their thumb.
