7 month does not nap

My 7 month old boy will not take naps during the day. He might sleep a couple of time for about 10 or 20 min. and then wakes up ready to play. This makes him very irratable at times. He goes to bed at about 9:30, and wakes up about 7. He also wakes up several times through the night. I just do not think that 9 hours of sleep is enough for a infant. Am I wrong?
