9.30 is definitely too late, although I can remember that it takes some time in the first months to adjust the bedtime hour. This bedtime will stay the same for months if not years to come. As Lola said, try to put that bedtime earlier and earlier each day, by 15 or 30 mn, until you reach a time between 6.30PM and 7PM. Why should babies be put in bed so early? It is because babies and yound children need their 12h of sleep at night and that it is healthy for them to wake up early too, between 6 and 7.30 in the morning. I think also that these sleep hours between 7 and 12 and very restorative for them.
Anyway, if you have a child that sleep from 7pm to 7am, has his 3 naps a day (until around 8/9 months when it will be only 2 naps), then it is simply ideal and it will fit vey well later on with a daycare or school schedule.
Buy Weissbluth book for more info on babies and children sleep. I think that the 'method' that he proposes is the most reasonable possible, just common sense.
