Your child needs to see a neurologist to rule out seizures. Also could be early onset REM Behavior Disorder.

Infants go directly into dream sleep and some movements are common, called active sleep, but excessive movement could be a sign of a problem.

Again I would get her to a neurologist ASAP, he will be able to check for both of these. If you can video this happening, in case she doesn't do it in the office you can show him what it looks like.
