4 month old nap problems

I have a 4 month old (my first baby) that will not take naps unless he is being held, when he naps "on me" he will sleep from 2 to 3 hours, the problem is I know he doesn't get "good" sleep because if I move he wakes up but goes back to sleep. The doctor says he's old enough now to let him cry himself to sleep. I've tried this but it doesn't work he will just keep crying (I've gone up to 45 minutes). But once I pick him up he stops and goes right back to sleep but on me. I try to lay him back down but a couple minutes later he'll start all over again. I don't understand since at night he goes to sleep no problems. I've tried putting him in the swing, car seat carrier, crib, play pin, nothing works but me.
