shld I put my todler to bed if she's not tired?

Sorry for spelling in the subject line. There wasn't enough room.

I put my 16 month old daughter to bed between 9 and 9:30 even if she doesn't seem tired. My husband thinks that she shouldn't go to bed until she looks tired. We are having debates about this and I wanted to see what others do. Please let me know.
