Seems like there could be a problem with GERD. May be related to the formula. Other reason for GERD are scheduled feedings and breathing disorders during sleep. Breathing should be quiet and effortless.

It can take up to 6 months before an infant develops their circadian rhythm. Until then using a sleep or feeding schedule can be harmful. (See Infant Sleep information page)

It seems like your only schedule is feeding before bedtime and since the problem just started close to adding the formula it points to GERD. Being in an upright position helps with GERD so there are a couple of signs pointing to GERD, but know it could be something else.

You should never allow an infant to CIO. Finding the cause of the crying and treating it is the safest path to take. If there are no medical problems there are treatments that do not require CIO. There is more information on CIO on the Infant Info. page.

Nothing replaces talking to pediatrician who knows about infant sleep problems.
