8.5 month old waking 3X nightly

my grandson awakes as though frightened - not always easily consoled. drinks during 2 of the 4 awakenings. his sleep is frequently restless. no problems napping during the day and a very happy baby. he's not ADHD. he doesn't have sleep apnia. 6 ounces is most he'll consume at any time. eats baby food well and pleantiful. letting him cry it out is not an option. any helpful ideas? mom and dad are active duty military and are exhausted.
