9 month oldwaking all night...help!

My 9 month old has never slept through the night. During the day his naps vary. I have experimented with keeping him up all day to letting him nap every 2 hours. He usually gets his first nap 2 1/2 hours after he wakes in the morning, sleeps an hour and then is up 2 1/2 more hours and then sleeps another hour. At night he has a routine and has had the same routine now for 4 months. He gets a stage 3 jar of food, we go on a walk, he gets a calming lavender bath and massage, then a warm bottle with rice cereal in it. I have also experimented with different bedtimes. I have tried music, chamomile tea, teething tabs, no night light, a small night light...nothing helps! He is a VERY light sleeper too. He usually wakes about 7 times a night, He will get a 3 hour stretch, the longest stretch, then wants to be up for 2 hours. He is wide awake after just a 3 hour stretch of sleep!
