7 month old restless nights

My son is 7 months old, he goes to sleep with no problem but he does not sleep soundly thru the night. He will sleep about 45 min to an hr at a time and then start to cry or fuss. I am not even sure he is really awake because he never opens his eyes. I have to pick him up and rock him to get him to quiet down. This happens about 4-5 times a night.. I have tried everything from feeding to changing to teething pills but nothing seems to be what is disturbing him. Any suggestions?
