12wks - sleeps only 7hrs in 24hrs

My 12-week old boy sleeps only about 7 hours in a 24 hour period. He is often awake for 12-13 hours straight, sometimes longer. He refuses to really nap during the day (a few 15 minute catnaps sometimes) and sleeps a few hours each night. He is very alert when he is awake. He splits his time between being cranky and playful, so it's not as if he is in pain (cranky all the time) or content (happy all the time). He is formula-fed and eats 4 oz about every 2.5 hours. When we put him in the crib or bassinet, he either fusses or simply wiggles around for a long time. He's always in motion. And it's almost creepy that he doesn't sleep - he watches things from his crib, swing, bouncy seat, or stroller. He doesn't like to be held closely, preferring to be held away from the body to see stuff. He needs sleep and rest to grow, but just doesn't ever want to relax. Any help?
