Yes, I would definately find another doctor. The one you have now should have his liscense revoked.
Bipolar is a serious medical condition that needs appropriate care. Your insomnia is a symptom of the illness and is of no fault of your own. If you are not sleeping and you are still depressed, obviously the medication is not working. I know that insomnia in Bipolar disorder can trigger another manic episode and needs to be taken more seriously.
