Sounds like you suffer from "Delayed Sleep Phase Syndrome", which isn't as unusual as you may think. I also suffer from this condition along with insomnia. I have had DSPS since childhood.
The only thing that has helped me with this condition is an intense exercise program and exposure to morning or early afternoon sunlight and a regular sleep schedule. Exercise and sun exposure helps to reset your circadian rhythms, so your hormones run more smoothly, which helps with sleep. Also, exercise in the day helps to heat up your body during the day, so your body temperature will fall sooner in the evening, helping you fall asleep more quickly. It is very important to stay active during the day and to let your body slow down and unwind a couple of hours before bed.
Hope this helps,
Meg
