It sounds like your son suffers from "Delayed Sleep Phase Syndrom." Many teenagers have this, but outgrow it as they become adults. It sounds as if your son may struggle with this for the rest of his life.

There are some things that can be done to help with this condition. It is very important that your son get up at the same time everyday, no matter how tired he is, uncluding weekends. He also needs to cut out all naps, which only make the problem worse.

You may need to take him to a sleep specialist, so that his problem can be properly diagnosed and treated. "Light Therapy" with a light box or early morning sun exposure can help tremendously with this condition, by resetting his biological clock. This causes him to fall asleep earlier in the evening.
