N, my license, and Ohio...help?

I've moved to a new state and now I have to fill out the form to exchange my license. Unlike the last self reporting state that I lived in, where I could in good conscience answer no to the medical question, the way that Ohio words this question,'(any person)who is or has been subject to any condition resulting in episodic impairment of consciousness,' makes it seem as though I have no choice but to disclose my N dx (doesn't that also describe anyone that is sleep deprived for any reason ever?).

I have a clean driving record and I am medicated and very careful about when I drive. I feel like this is discrimination and a violation of my privacy, as I have done nothing wrong and have only been responsible. At the same time, though, I don't want to do something stupid here and break a law now(as poorly put together and discriminatory as it may be) and thereby put myself in a new potential mess should I get into an accident or something and someone discovers my N dx.

Is there anyone else that has gone through this? Any advice? Anyone specifically from Ohio? Do you read this as I do, that if you have N, you have a 'condition resulting in episodic impairment of consciousness'?

My understanding is if I tell them and get my doctor's paperwork in, the best case scenerio is that I get a six month restricted that I get to renew after my initial proven period for every year after that (not every four years like 'normal' people), and worse case, I get no license. Sorry for my frustrated tone, I'm just really worried and know nobody in this state yet, let alone any fellow people with N. Any help is very much appreciated. Thanks in advance!
