The fogginess at 17 days is most certainly not a reaction to anethesia in any way.

It is common to be tired, fatigued, lack focus after any major surgery. This can persist for several weeks. You can even Progressive amounts of narcotics can accumulate and leave you with a persistent residual effect that overlaps. The Ambien, in some people, can also last longer than advertised. Anesthesia, even in the most ill people with kidney and liver failure, doesn't last more than 24-48 hours.

The numbness in your lower lip and chin is definitely due to the exposure from your GA. It may last months...but can last even longer before sensation returns. Some people have returned sensation after 12-18 months.

Give yourself at least 3 months before you make judgements on your apnea. Many things should improve by then.
