I had the same problem for years until I found the head pulmonologist at a teaching hospital.

He did many tests and since he had no interest in surgery I felt better than if I had seen only an ENT, he is a sleep specialist.

The tests showed I needed surgery and he enlisted the best for me.

Perhaps this would be the proper avenue for others to use.
