There are many surgeons who specialize in jaw deformities like the following:

Lower jaw and chin deficiencies
Gummy smile
Long face syndrome
Protruding lower jaw
Lantern jaw
Distraction osteogenesis
Temporomandibular Joint Disorder

Even though several of these involve advancement of the lower and upper jaw they do not address sleep apnea.

If your doctor does not specifically treat sleep apnea find another.
