Okay, that's called radiofrequency or somnoplasty, and yes that's often done under local anesthetic. A UPPP involves surcical excision of the palate tissue. Under no circumstances would I suggest anyone have a UPPP under local anesthesia.

The way somno works is that it destroys the internal tissue, which then forms scar tissue. By its nature, scar tissue is tighter and less flexible than healthy tissue. As the scar tissue forms, this shortens the uvula and tightens the palate.
