Wow, that sounds like something else. My brother has said some wacky things too, and no one believed him, and it had an effect on him. My mom's boyfriend always made passes at me, and I told my mom, and she did not believe me. To this day, I resent her for it. (And I know 200% sure my incidents happened.)
So what I'm saying is this: First I would take what the kid is saying to be true. And it seems awfully insulting the police would act like that. I would deal with another policeman, or other authority figures. Detectives, investigators, etc.
And in these types of incidences, I think "time is of the essence.) So it would be a shame if you investigate his sleep disorder, and find out what he was saying was really true, and then you lost all that valuable time and evidence.
So I would first assume what he's saying is true, and go from there.
It's too bad, because I think there would be a totally different outcome with the police if he had been awake during the day, when this happened. But these types of things happen at night!
Anyway all the coincidences you mention (dog being sick, etc.) sound extremely eery.
