I'm afraid the cure for this is an alternate universe where you get younger. My dad is 88, has exercized every day of his life, but his ability to get a good night's sleep is gradually declining. He is a voracious researcher and he's found that the most likely culprit is age itself. He won't take pharmaceuticals and has never drunk alcohol. He compensates for poor nighttime sleep by taking naps and that seems to work. (But, wow, if you can't get to sleep quickly on Ambien you must be drug resistent.) You seem to be doing everything right, but be sure you don't work out less than 6 hours before bedtime. No matter what, maintain an active social life.
