You may want to look in to Delayed Sleep Phase Disorder - even if you don't really have problems getting to sleep earlier. Sound very similar otherwise -- You just don't get the normal alerting body chemicals in the am. A circadian rhythm problem.
You may need to structure your work (if possible) to do things that require less thought until you are more awake.
Also try eating a high protein breakfast - it may help you produce those alerting chemicals. (Carbs and fat are more relaxing, sleep inducing.)
