I was told by my ear doctor that it was a 'perception' thing. Meaning that at that stage of sleep our senses, (at least our hearing) become heightened. What you describe is exactly the same as my experience. I find that if it happens more than 5 or 6 times in a row and I start getting distressed it helps to sit up in bed and try to wake up somewhat and then lie down and try and fall asleep again. It seems to work most times. It sounds silly to wake up so you can fall asleep but it helps. Also, it obviously helps to try and stay relaxed and calm and to try and not get too worked up.
