One possibility is RLS (restless legs syndrome). Try taking a look at it on this site and see if that might be a possible answer (there is also a sleep test on this site that can indicate possible causes as well). If it is a sleep disorder, an overnight sleep study performed by an accredited sleep clinic should show what is happening while she sleeps. And at the very lease, even if they can't find anything this way, it will rule out a number of causes.
