RLS is extremely common among diabetics.
What stands out is your saying that he has only complained about it for about the past month or so. Is this low long he has mentioned it, or has he had problems before and they have just worsened the last month? Ask him.

It is also important to know if there have been any other changes in his diabetic condition and care, or the change or addition of any medications he is taking.

Because he is a diabetic and this is really becoming a considerable problem for him, he really needs to see a doctor, so other causes can be ruled out and if it is RLS an appropriate medication prescribed best suited for him.

I would not try to handle it without a knowledgable doctor's advice because some things can alter a persons blood sugar level or insulin requirements as well as increase or decrease the effectiveness of other medications being taken. For a diabetic this is especially critical.
I hope this helps and that your dad can soon be enjoying restful nights of sleep.
