rhythmic electric jolts in legs

This seems to go beyond rls, my husband wakes me with jerking of his left leg. It is every 12 seconds, no less, no more. It seems to start at low back but is concentrated in his left foot. Starts off as a buzzing vibrating feeling to my touch in his lower back (he sleeps through all this), then gets stronger as it travels down his leg. By the time it hits his foot, it jerks upwards with a snap. If I wake him, it stops, but as soon as he nods back off, the buzz starts and 12 seconds later we are back on track. Is this normal rls? He will do this all night if I sit and time it, I get bored and go back to sleep, but I worry about him.
