I had a sleep test too and my rem was lower than usual too, though not nearly as low as yours. The doctor said that low rem is NOT irreversible and a weaker RLS will eventually result in more rem-sleep. That is, one has to work on his RLS and the REM-Problem will be solved automically, as I took it.
