To me, it seems ear plugs make it worse. I use a fan, and some of my friends swear by humidifiers. I haven't found anything that will drown out the sound of my neighbor's lawn mower, though! If you feel you need to sleep with a phone so people can reach you "in case of an emergency", sleep with a cell phone and tell your friends and family to use that number as their "emergency" number.
