34,43 manning

I would like to use a 3-4-4-3 12 hour shift schedule. I have a total of 8 possibly 9 people to work all shifts (Day and Night). As this is a Federal Government office, there are approximately 25 hours of leave available for each employee to use. If I understand the 3-4-4-3 system its 12 on for 3 days and 3 days off. Then 3 days at 12 hours and one day at 8 hours with 4 days off. My question is what is the minimum staffing I need to accomplish a 3-4-4-3 watch system.
