Shift Review-Qualifying Majorities

Can anybody provide any info on qualified majorites when trying to bringing about a change of shift pattern?
I am involved with a discussion goup and we feel 60% is fair figure to bring about change, and a figure that would give stability to any new rota.
We currently work a 12 week 7 day shift rotating pattern with 24 days off (15 week total) and are considering changing to an 8 week 6 day rotating pattern with 16 days off.
