5-team shift schedule

I'm looking for a schedule with the following parameters:

24/7
5 teams (3 people per team at all times)
8 or 12 hour shifts
4 days off max and desired (have a mix of locals and "fly ins")
Work type: transportation monitoring/problem solving

I schedule for a military command center and am looking for better options. Current schedule is 4-on/4-off, 12-hr shifts with 4 teams (3 people per team). Am increasing manning to 5 teams but would still like to give 4-days off for commuters. Thanks.
