Why are you having problems with staffing? Do you think it's because your pay scale is low? Is it poor management or are you in a rural area? Do you have to have RT's or can you/do you hire anyone?

We offer $1500 relocation assistance and $1000 sign-on bonus, $1000 after 6 months and $1000 after 12 months. It helps but we still have problems keeping employees due to very poor management.
