Steer Clear was originally developed by Dr. Larry Finley. He allowed Healthdyne to sell Steer Clear during the late 1990's. Try contacting George Dungan or Scott Way at Respironics if you need further info. You should be able to find two different version floating around the U.S. The original version developed by Dr. Finly, and the Healthdyne version developed in the 90's.
