Wow! Upset by a drop of three does seem like over-reacting.... (Although it makes administrators really look bad when they project volume to double (and thus bring in twice as much money) and then it stays essentially the same.)
How far are you booked out for appointments?
Since you aren't having much luck with your current pool of PCP's, is there any possibility of seeking entirely new docs (who may currently be referring to other places?) If you can boast appointment availablity within a couple of weeks, and rapid results/interpretations, maybe you could woo some referrals.
What about local dentists? Could you get them to refer to you for before-and-after sleep studies for oral devices they may already be providing to their patients?
What about offering new services (MWT?) that the other labs don't offer. (These can be marketed to trucking companies and airline pilots.)
Sorry for your situation -- I know how frustrating it must be!
