I have always understood it as, if you score one epoch as stage 2 then, 3 minutes later or 6 epochs, you see no K's or spindles in any of those epochs, you go to stage 1. If there was an arousal, you can score that as stage 1, then back to stage 2 if there is a K or a spindle in the following epoch.
