There are many additional things to do, but one that needs to be mentioned:
You should hire a manager who would rather pay for his/her own seminar,transportation and logding fees rather than leave techs behind at the lab "because there are not enough education funds."
Get someone like that and your turnover problem will be well on the way to being solved.
