Of course all techs can't be required to be certified, but there needs to be oversight. In the nursing profession not everone is an RN. Some are LPN, some are CNA, aids, housekeeping, orderlies, student nurses, but all are under an RNs and can move up. OJT is the best way to get more into the field, but it does need to be supervised and gradually upping the responsibility in care.
